Ellie Lavi gave birth to twins overseas in Israel. even tho she is from Chicago her babies are considered overseas babies. They are not American citizens. A child born to an American citizen by in Vitro fertilization is NOT an American citizen unless the donors can be proven to be American. I don't agree with this at all. I think its unfair and inconvenient.
